Abstract
The geometrical-optics solution for the time-average surface-reflected energy received from a collimated beam of radiant energy normally incident on a rough ocean surface is developed. The received power is expressed as a function of the transmitter power, the height of the receiver aperture above the surface, the areas of the receiver and transmitter apertures, the distance between them, and the wind velocity and direction.
