Bragg gratings in Al$_2$O$_3$ channel waveguides are used to demonstrate distributed Bragg reflector cavities with Q-factors of 1.02$\times$10$^6$. An integrated Al$_2$O$_3$:Yb$^{3+}$ waveguide laser with 67\% slope efficiency and 47 mW output power is subsequently achieved.
