Ultraviolet emission properties of Al<sub>2</sub>O<sub>3</sub> nanopowders with Mg, Cr, and Sc are investigated. We show that in Sc-doped alumina, efficient UV-C luminescence can be achieved by minimizing color center concentration and controlling the alumina phase.
