Abstract

Measurements of the off-axis radiance from a submerged laser have been made and published. These measurements were compared with simplistic models with known limitations, and quantitative determinations were possible for certain specific conditions. It has been argued, largely on intuitional reasoning, that experimental misalignments are responsible for the differences between actual in situ data and the simplistic models. The experimental apparatus and procedures are reviewed along with the original data. No convincing argument, calculations, or facts were presented to substantiate the existence of experimental errors. The critique of this work needs to be more quantitative and not to depend on intuition and mathematical models having limited ranges of validity.
